I'm not an expert at making older games play on newer hardware/software but one thing you could do right of the back is run the game in Windows XP compatibility and run it as an administrator.

I've used Dragon Unpacker in the past and it let me extract the textures. The textures are stored one by one unlike the quilt-pattern of WA.
