Is there any way to tell the difficulty of a level by looking at its title in Custom Levels? Also, can I rearrange the folders so that I can search by difficulty rather than by level creator?

Nope, you'd have to try them first.
You can rearrange your folders any way you want them, but if you want them by difficulty you wouldn't know where to put them until you'd played them. What some find difficult, others find easy, and vice versa.
You can pretty much guarantee that those labelled as kids levels are easy though. And any of Malcdelsol's can go in the 'Only try when your brain's in gear.' folder.

Welcome to the forum.
There's no way of telling the difficulty of a level unless the author says something about it when uploading.
In fact, you have just given me an idea.
You can make your own folders and name them by the level of difficulty.
Easy, medium, hard etc.
