How do i edit .VTF images/pictures?

I need to know because i want to make my own Portal (game) skin for Portalgun and stuff.

For me, the link works well. It leads to a forum "Nem's tools" and in the first post are some download links.

Actually I never heard of .VTF files before, but if you search on Google for "VTF edit" or "VTF converter" I guess / hope you can find something you need.
