When Joy posted this, how did he or she know that ^_^ was on ToonTown? Are they brothers? Because ^_^ said Kacpero was his or her brother...

Nope. IN TOONTOWN AND ON FORUM-kinda We somehow met on toontown in the VP Vault, then he thought i am kacpero, so he said i am "rude" and ignored me. Next day i PMed him on the forum to say im ^_^ and his brother so i got access to his toon. (kacpero's player)
Kacpero is bothered with toontown now and wants another game that isn't like 'happy happy'.
