Is this hex-edited Muzo?
I can see what's supposed to happen, but I can't get Loof selected. It's as if he doesn't exist. When Stinky makes his move and I press ENTER, it just toggles from Stinky to Qookie. Loof is left out of the loop.

No, it's not hex-edited. All of this is the double tramp/double exit combination.
And you are not seeing the main part -- you need to find a way to include Loof in the loop.
