I don't understand what you mean.

How else do you distribute files over the Internet if not some form of upload/download mechanism?
(Hmm...do you understand the difference between "why" and "how" in English?)
When you make a post on the forums, there's an "add an attachment" option that lets you attach files that other people can download. Do that to distribute your custom texture files and what not.
Or, some people sometimes use an external site like mediafire or something like that for the purpose. You sign up and upload your files on that site and give the link to other people.

Your subject "download...why download" makes no sense.

I thought you ask about how to upload custom content for other people to download, and so I told you how you can attach files in your posts which should answer your question. But it doesn't?

Then I don't know what you're asking at all. Please rephrase.

Possibly they don't really understand English. From their suject line, and their post, that seems like the case. When someone who can speak English talks to someone who can't, well, it gets confusing.

They both seem unable to understand English, and can't type it well enough for us to understand

I can't make it any more clear than this. If the pictures below still don't answer your question, please find a friend or someone who can rephrase your question in decent English for you, or find someone who can teach you in person the basics of using a computer.
Read
this post by Midnight Synergy which explains where the files need to be saved to for them to work in the game. If the instructions are too difficult to understand, get someone who can translate it into your native language and perhaps do a live demonstration for you.
