Each user can belong to several groups (this differs from most other boards) and each group can be assigned individual access rights. This makes it easy for administrators to set up several users as moderators of a forum, or to give them access to a private forum, etc.
It seems that we seldom actually use this Usergroups function on this forum, do we?

There is a registered users usergroup in which we all belong to. Without it, we wouldn't be able to post! At least, there is a usergroup like that on my forum...

That's not really a usergroup, it's just the registered separated from the unregistered.

The usergroups are sometimes used for special functions (e.g. during WAMOFI development for team-members), but they don't have any usage for the majority of users.

There's the user group "Registered Users" in Phpbb3, but this forum uses Phpbb2, which is simpler.
