I'm noticing that I tend to be way better at coming up with stories/idea than puzzles/action challenges. Which is irritating. I don't know where I'm going with this.

What I do when I have no ideas is to scroll through all the puzzle elements. I eventually come up with something.
If THAT doesn't work, I would build randomly and see what I come up with.
