There are two different ways to look around without moving, in the games;
one for each trilogy.
In the classic trilogy, you press shift while pressing the arrow keys to shift your camera view;
if you let go of shift, you'll be set back in your position.
Also, be careful; though the number pad keys work for the character, they don't work for shift.
For the WA trilogy, such as this, though...
you have to obtain a red telescope-looking object called a "spy-eye".
You open your inventory, click the spy eye, and then use your mouse to see around you for limited space.
Then, of course, there are the qweasdzc23 functions for the WA editor,
the x-secret Xalt camera in RTW, and the arrow thingies in the RTW editor.
However, I presume you just meant for the spy-eye.
