Kiki is right. Using some kind of zip program (popo says there is one that somes with windows, but I don't know what it is, or winzip, or pkzip...) in your windows explorer window select the folder (not the files inside the folder) and have the program zip it (or create an archive). Name the file texturename.zip (where "texturename" is the name of the texture you are using)
Then when you are uploading it to the forum, select that zip file.
(Midnight Synergy/Moderator: Maybe a sticky at the top of the custom Content forum with more detailed directions on how to zip up textures would be useful?)

The Windows built in zip thingy is accessed by right clicking the file or folder in question and selecting 'send to' then 'compressed (zipped) folder'. It will then put a copy of it in a zipped folder of the same name as the original file or folder but with a .zip extension. No need to name it yourself. Easy Peasy.
To unzip with Windows Extraction Tool right click the zipped folder and select 'extract all'. The extraction wizard window will pop up from where you can choose the destination of the folders or files in the zipped folder. If you just want to unzip it where it is then ignore the browse button and just click next. Ignore the password button, it is only needed if someone password protects their zip file.
