Thar be a hint in the FOEVUH FOWUST: "Go to the highest peak and stare towards the rising sun." (right)
Where to find Cloud City

At the WSW map, head to the Foggy Peak level (but don't select it) and press Right on the arrow keys. You'll be taken to a level called Magic of the Rainbow, which is at the beginning of Cloud City. But you need 5 rainbow Stars in order to take that secret path to the level. there are more levels than just this one at Cloud City, every single level in Cloud City has Rainbow Stars, which means there will be no light gray path that will take you to it.
