BB To tell what time it is can everyone right? So if I say "congratulations that you're able to tell what time it is" is meant ironic or sarcastic, not really serious. I don't really seriously congratulate those people. You see what I mean?

Oh, I get it. It doesn't really make sense to congratulate for this. But to say "happy new year" makes sense.

Not entirely, since there are some places that have half-hour differences rather than hour differences.
