It's a meme from the Haunted "Majora Mask" story.
I thought it was pretty scary until the Ryukaki arc, which I couldn't even follow. Everything was just so darn convoluted that I couldn't make heads or tails out of it, although it was fun and occasionally creepy trying to understand it. It was probably scarier back when it was slowly released bit by bit. I gave up on waiting for the game arc, though. Might come back to check if they have actually made it...
The first arc is now the scariest, I think, cause you can actually follow what's going on and even download the text yourself... only to read it and realize you shouldn't have done that...

To be fair, Majora's Mask is pretty damn creepy on its own to begin with. I think it's fairly safe for me to say it's one of - if not
the - darkest Zelda games of all time.
Having said that, the Haunted Majora story as a whole is definitely intriguing, I'd say, but yeah, Ryukaki's sub-arc was a mess from what I recall. Even so, I love it. We're still waiting on the Within Hubris Arc/game though.

Funny thing is, I just found out on the wiki for the story that the Ryukaki arc was not originally intended -- Ryukaki started doing it on his own, got thumbs up from the creator, then couldn't contact him properly for some reason and had to handle most of the arc on his own. Now I know why it's such a mess.

At least the videos were entertaining to watch...
So, essentially, it's the one-in-a-million occurance when a gamejacker (though Ryukaki himself didn't even know that gamejacking is usually frowned upon, and he got thumbs up from Jad, too) turns out to be talented enough for the creator to write him into the official canon. And then everything just got confusing.
