This "flag" thing seems to be a special computer term. I don't know about it... but Cbloopy might.

It's basically just a standard way in programming to represent a set of options using one number. And it's irrelevant to the error at hand. The error occurs clearly because you're messing with the resource files. The error message mentions the flags (options) used in loading the texture, I guess just in case the information was of interest during debugging.
