What hosting are you using? I can check the plan myself.

(Or we can just throw the system up, if it doesn't work we will move to somewhere else

If we ever make this system, I choose 1: email the staff so they can activate the username. Additionally I think the email address should be a new one and shared by multiple people, if that's possible, so that people won't have to wait too long.
