Is it possible to change a Stinker NPC's texture?

With a Command 62 or 63.

I'm going to be using this in a dialogue in the future, and I need to know in advance.

Not with 62/63. You can do it with Command 4, but you'd have to leave the .wlv and then come back for it to change.
