The first decade was 1-10, the econd was 11-20, and so on. The decade doesn't start till the year ends with 1. Look it up.

Yes, but wikipedia here says:
"Although any period of ten years is a decade, a convenient and frequently referenced interval is based on the tens digit of the calendar year, as in using 1960s to represent the decade from 1960 to 1969."
So even though when the whole idea of years came up and they had to do it from xxx1-xx10, nowadays a decade is considered as xxx0-xxx9.

They just call that time period the 1960s because those years all started with 196. I looked it up in my history book. It verified my point.

Although I guess it is still a new year, so there's cause to celebrate regardless.
